Welcome
In cooperation with the Regional Cooperation Council (RCC), the Bosnia and Herzegovina Association of Consulting Engineers (ACE B&H) intends to organise the Third B&H Railway Congress. The Congress is going to be held in October 2015. Over the past 25 years, the European Commission has taken an active approach to restructuring the railway transport market and strengthening the position of railways in relation to other modes of transport. The European Commission has identified three areas crucial for strengthening railways:
• opening the railway transport market ,
• enhancing the interoperability and safety of national networks and
• improving railway transport infrastructure.
European railways can only function in an efficient and rational manner if there is a clear joint European transport policy with defined:
• objectives,
• a strategy for achieving such objectives and
• planning – defining the resources for implementing the strategy
Topics that are currently relevant to B&H and its immediate and wider region, will be addressed at the Congress:
• position of railways at the transport service market,
• transport policy – European, regional and national,
• railway development strategy,
• railway traffic in urban areas,
• railway management,
• interoperability,
• railway infrastructure,
• mobile capacities,
• traffic safety,
• environmental protection and railways,
• railway financing.
The Congress is an opportunity to once again emphasise the advantages railways have over other modes of inland transport in terms of safety, environmental protection, land use and rationality.
The Third BH Railway Congress is an opportunity for government sectors and companies involved in railway management or otherwise involved in railway transport to exchange their experience, at a European, regional or national level, in achieving objectives laid down in the directives and programmes of the European Commission. Furthermore, the Congress is also an opportunity to exchange experience in coordinating both joint planning and implementation of joint regional projects.
Reviewed papers will be published in the Proceedings.

Applications of the papers (titles) are to be submitted by April 30th 2015 the latest on e-mail: uki@bih.net.ba or fax +387 33 276 355. Abstracts of the papers, with up to 20 typed rows, are to be submitted by May 31st 2015.
Authors of the papers can take over the instructions for drafting the papers from the internet page of the Association, www.uki.ba. Final version papers have to be drafted in accordance with the instructions and to be submitted by September 10th 2015 the latest in electronic form by the e-mail.uki@bih.net.ba.
