The Association of Consulting Engineers of Bosnia and Herzegovina (ACE BiH) is organising the Fourth BiH Congress on Railways. The Congress is going to be held on 26 and 27 October 2017 in Sarajevo. The Congress is sponsored by the Ministry of Communications and Transport of Bosnia and Herzegovina. The Congress is held at a time when optimal solutions for the role of railways in land transport of people and goods are being sought. The share of railway transport in the total transport of people and goods is on the decline in developed countries. As for many developing countries, railway transport is uncompetitive and poorly integrated with other transport sub-systems. Slow speed, high prices and a lack of trust make potential users choose other transportation modes. How can railways become more efficient and useful to both the ever-moving urban population and factories that transport their freight? This question should be answered by experts of specific countries, international unions and bank institutions through three fundamental activities:
• Creation of a transport policy,
• Development of an implementation strategy,
• Ensuring funds for implementing the strategy.
Transport and transport infrastructure connect us. The transport market is vast. All matters concerning transport are reduced to two indicators: time and energy, which are further reduced to one indicator – money. And where there is money, there is the banks. You probably know that major international financial institutions have been investing significant funds into the development of railway transport. Their documents state:
• Railway transport promotes economic development,
• Railway transport contributes to the reduction of emission of harmful gases, making it completely acceptable from the aspect of climate change.
Over the past twenty-odd years, the European Commission has undertaken activities to restructure the European transport market and strengthen the position of railways in relation to other modes of land transport. The Commission is currently focusing its efforts on three major areas of crucial importance to the development of strong and competitive railway transport:
• Opening the railway transport market,
• Enhancing the interoperability and safety of European networks,
• Developing railway transport infrastructure.
The Fourth BiH Congress on Railways is international in character. It is an opportunity to exchange good and bad experience of researchers, operators, infrastructure managers, logistics officers and intermodal transport stakeholders in implementing the European transport policy concerning traffic. BiH falls under the group of countries with underdeveloped railways, therefore experts are expected to contribute to a prudent creation and implementation of the transport policy. The government and financial sectors are expected to participate in the Congress and contribute by presenting activities regarding transport police implementation, specific projects, as well as by creating a realistic picture for generating a railway development strategy in the upcoming period. The below topics will be addressed at the Congress:
• Railway reorganisation and management
• Railway transport policy and the implementation thereof
• Interoperability
• Railway infrastructure
• Traffic safety

All reviewed papers will be published in the Proceedings. The Organisation Board looks forward to your participation in the Fourth BiH Congress on Railways.

Abstract: Paper presents.(Brief summary)

  1. GENERAL INSTRUCTIONS

The author submits his/hers paper printed in three hard copies in A4 format, CD which contains the file prepared in Microsoft Word – Title of the file should be as follows: two figures + first three letters of the author’s surname  + first three letters of the paper title. The file could be archived in  the following programs ARJ or PKZIP. The volume of the paper should not be more than  15 paged of  A4 format, including all attachments..

 

  1. WRITING OF THE PAPER

The text should be prepared on a computer, preferred font is Ariel. The spacing between the lines should be single in two columns. The page setup should be as follows: top and bottom margin should be  2.5 cm/1”, left and right margin should be  2 cm/0.8”, width of one column should be  8.25 cm/3.3”, distance between two columns should be  0.5 cm/0.2”, font size should be 10 pt.

Page numbers should be on the bottom of the page, aligned in centre.

 

Paper title starts  6 cm from the top of the page in   CAPITAL LETTERS, font 14 pt, Bold. After one row of spacing comes  the title in English language. Names of the authors  should come after one row of spacing below the title in English, in small letters, centrally aligned, in the corresponding number of columns. The distance between the columns should be  0.5 cm/0.2”. Under the name of the author comes the name of the company (with single line spacing).

 

Abstract should be prepared  in font size  11 pt, italic, over both columns maximum 10 lines.  Key words from the abstract write with single line spacing, over both columns.

Introduction follows only if the author can fit at least two lines of the text with font  12pt, bold, below the word INTRODUCTION.

 

CHAPTER TITLES, should be written with capital letters in Bold, and  subtitles in small letters, in Bold.

 

Start writing Title and Subtitles next to the left margin. After the last line of one chapter and the beginning of the new chapter the author should leave three empty lines. Between the last line of the previous chapter and subtitle of the following chapter  (numbering 1.1) the author should leave two empty lines, and in front of the subtitle (numbering  1.1.1) one line spacing. Behind all titles there should be  left spacing of one empty line, if a subtitle does not follow after the title.  

Numbering of the chapters should be done in decimal classification as shown in earlier examples.  New paragraph should be emphasized by starting the first line of the new paragraph 1,25 cm from the left margin. Exception is the first paragraph that follows the title  which should not be moved away from the left margin. No line spacing between the paragraphs.

3.1.1 Sub-subtitle (characteristic content under the subtitle – if any).

 

Advices:

In order to avoid spacing between a number and a un9it of measure use <Ctrl>+<Shift>+<Space>; for optional putting of dash between words or syllables use <Ctrl>+<->.

 

3.2. Equations

 

Equations should be written in graphic editor for equations: Microsoft Equation or Corel Equation. On the right edge of the text where an equation is written in the same line its number should be added between the brackets starting from number 1; it is useful to use tight  tabulator adjusted at  8.25cm.

    • Italic in equations and in text is used for:
    • Variables
    • Marked in Latin letters – Italic, (a,x,P1,…)
    • Variables marked with Greek letters normal (a,b,g,…)
    • Functions and numbers in normal letters,
    • Matrices marks in Bold.

     

     

    3.3. Figures

    Figures are located near the text, in the same column, centrally aligned ad if possible without the frame (Figure 1). For editing of the figure use graphic editor in Word, Auto-Cad, Corel, Excel, or similar program, i.e. a scanner. (If the author does not posses a scanner, figures should be submitted as originals i.e. photographs or drawings, and leaves adequate spacing in the text for adding the same). Drawings, diagrams and photographs should be numbered starting from 1 (2,3, ….i). Each figure is followed by the Title of the same, positioned below the figure itself, centrally aligned between the margins. Larger figures should be put inside the frame without borders, the width of which could be up to  17 cm.

    Such frame should be located on top or bottom of the page. (Figure  2).

3.4. Tables

 

Tables are located in the text in the same way as figures. They are numbered as follows: (I, II, III, IV …). Title of a Table is given above the same, aligned to the left.

LITERATURE

 

Titles of used literature are written in font size 12pt. Bold, in Capital Letters, and text in font size 11pt.

Literature should be classified as mentioned in the text as follows:
