3rd SYMPOSIUM ON URBAN AIR QUALITY, April 17th-18th 2024, Sarajevo
The Association of Consulting Engineers of Bosnia and Herzegovina is organizing the Third Regional Symposium on Air Quality Planning in Cities on April 17th-18th 2024. The following themes will be discussed at the Symposium:
Theme 1:
INTEGRAL APPROACH TO URBAN PLANNING
The quality of air (its physical and chemical properties) in cities is determined by: natural processes in a given area and changes that will be introduced by constructed facilities (emission of polluted materials, heat emissions, changes in air currents caused by new buildings and global climate change that will shift in the coming decades). The contents of urban space, planned activities, and city economy need to be designed in parallel with the designing of air quality, whose features will change under the identified effects.
Theme 2:
ENERGY, RAW MATERIALS AND EMISSION OF POLLUTANTS
The need for energy causes air pollution (e.g. CO and NO2) with local effects and emission of
greenhouse gases (e.g. CO2 and N2O), for which a country is responsible under international
climate treaties. Conversion of energy for use in housing and office space, industry, and
transport is related to the emission problem.
To apply energy efficiency measures for the purpose of reducing the costs of energy
conversion is the first step in the activities pertaining to energy use. To that end, it is necessary to keep cadasters of sources of useful forms of energy, transmission, and distribution, as well as of use of energy. Take stock of the needs for raw materials in industry, keeping in mind the transport needs and particularly the characteristics of the raw materials and suitable technologies, considering the emission of polluted materials. Apply the best available technologies in accordance with the corresponding EU BAT.
Identify emissions of polluted materials from individual, surface, and line sources aselements of emission cadasters and long-term predictions.
Theme 3:
DISPERSION OF THE POLLUTANTS IN THE ATMOSPHERE
Verified computer models of air currents, transport and diffusion of polluted materials are
used to simulate distribution and local concentration of polluted materials in different natural and constructed scenarios. Simulation is used in order to calculate and define precisely all the influencing factors on the level of pollution, optimal locations for air quality monitoring stations, grounds for making decisions to build new settlements and individual buildings, and procedures for remediation of air pollution coming from industrial sources and traffic. What is significant is the application of computerized fluid mechanics, a state-of-the-art tool that seeks out urban planning solutions to ensure mixing of polluted and fresh air. This is especially significant when analyzing the layout and height of buildings (micro locations, height and geometry of buildings). An integral part of an urban plan is the identification of ventilation corridors.
Theme 4:
AIR QUALITY MONITORING
Phases of air quality monitoring are: setting goals, selection of locations for sampling, selection of sampling methods, measurements, chemical and physical analyses, statistical processing, rating air quality – comparison with borderline values, valuation, and reporting. It is necessary to establish a work quality assurance system. Through data analysis, it is possible to determine trends in air quality change and directional correlations with statistical meteorological data, changes in intensity and location of principal emitters, effects of construction interventions, and changes in the urban structure. What is very useful for the citizens and the authorities is online availability of current statuses of concentration of various materials, estimated air quality indices (AQ) in all measurement locations, and possibility of interpolation of measurements for a desired location. Air quality indices in cities are the number of bird species and the number of bird pairs, as well as the condition of lichens in their typical habitat areas.
Theme 5:
ACHIEVING AND MAINTAINING THE DESIRED AIR QUALITY IN CITIES
The state and lower levels of government need to regulate jurisdictions in order to ensure air quality. Every municipality cannot have the required experts to ensure air quality preservation procedures. This is why there should be a professional organization at the level of the state, the entities, or the cantons that will perform expert analyses for lower levels of government. In order to establish an adequate system that will improve air quality in cities, the involvement of experts in the fields of urban planning, architecture, technology, energy, traffic, health and ecology is necessary. In order to master the knowledge and ensure the means for the system to function, it is necessary to attain appropriate cooperation at different levels of government. The Symposium will provide an opportunity for scientists and experts from various institutions involved in resolving air quality management problems to present their works and share their knowledge and experience in the aim of establishing an interactive developmentprocess in the domain of air quality preservation in cities.
